§ 2-18. DEPARTMENT OF INSURANCE AND RISK MANAGEMENT.

  • 2-18.1 Department Established. There shall be an Insurance and Risk Management Department which shall have jurisdiction over all business pertaining to insurance programs, policies and claims for the Borough.

    2-18.2 Director. The Director of the Insurance and Risk Management Department shall be appointed by the Mayor, with the advice and consent of the Council, for a period not to exceed three (3) years. The Director as the chief executive officer of the Department shall be in the unclassified service.

    a.

    The Director shall be directly responsible to the Mayor and Council of the Borough. The Director shall work closely with all departments and employees of the Borough. The Director's employees shall include, but not be limited to, the following:

    1.

    Direction, administration, implementation and dissemination of information on all health insurance programs in which the Borough employees participate.

    2.

    Direction, administration, implementation and dissemination of information on all workmen's compensation programs.

    3.

    Direction, administration, implementation and dissemination of information on all liability programs covering the Borough and its employees.

    4.

    Direction, administration, implementation and dissemination of information on all insurance policies in the nature of property, fire or comprehensive coverage.

    5.

    Direction, administration, implementation and dissemination of information on all policies in the nature of surety coverage or faithful performance coverage covering all Borough employees.

    b.

    The Director shall, at regular intervals, provide that all Borough employees be advised of the nature and extent of all coverage provided to the employees as a consequence of their employment.

    c.

    The Director shall be responsible for the investigation and processing of all claims made against the Borough for which the Borough is insured.

    d.

    The Director shall provide applicable departments of State Government (i.e., Department of Labor and Insurance, Department of Banking and Insurance), with all requisite forms necessitated by a self-insurance program.
