§ 2-29. FIRE SAFETY ADVISORY BOARD.

  • 2-29.1 Creation; Members; Appointment. There is hereby created the "Fire Safety Advisory Board" consisting of twelve (12) members to be appointed by the Mayor of the Borough with the advice and consent of the Borough Council as hereinafter set forth.

    2-29.2 Purpose. The growth of the Borough requires that proper planning take place with regard to the present and future needs of the various fire companies in the Borough both as to equipment and buildings. It is also deemed desirable that training of firefighters of the Borough be coordinated and that this training be appropriate for all of the industrial, commercial, multi-family and single-family uses presently located in the Borough.

    2-29.3 Membership of the Board. Each fire company in the Borough shall be entitled to equal representation on the Board. The Board shall consist of three (3) members from each fire company in the Borough. At the time of the adoption of this section, the fire companies entitled to membership are Sayreville Engine Company No. 1, Morgan Hose and Chemical Company, Melrose Hose Company and President Park Independent Fire Company. Each company shall recommend the names of at least three (3) members of its company to serve on the Board which shall be appointed in accordance with the provisions of Subsection 2-29.1 of this section. Each member shall serve a three (3) year term. The initial appointment under this section shall be staggered so that one (1) member from each fire company shall have his term expire on December 31, 1987, another member have his term expire on December 31, 1988 and the third member from each company have his term expire on December 31, 1989. Thereafter, all members of the Board shall be appointed for a three (3) year term. The Chief, Captain, First Lieutenant, Second Lieutenant of each Fire Company and the Chief Engineer of the President Park Independent Fire Company shall not be eligible for membership on the Fire Safety Advisory Board.

    2-29.4 Organization and Officers. The Fire Safety Advisory Board shall organize within thirty (30) days after the appointment of its total membership for the remainder of the then calendar year, and thereafter annually by the election of one (1) of its members as Chairman and another of its members as Secretary.

    2-29.5 Vacancies. Any vacancy occurring by reason of the death, resignation or removal of any Board member shall be filled for the unexpired term by the Mayor with the advice and consent of the Council.

    2-29.6 Powers of the Board. The Fire Safety Advisory Board organized under this organization shall have the power to:

    a.

    Review all of the present and future fire needs of the Borough and make recommendations to the Mayor and Borough Council concerning present and future fire needs including the need for any new or additional equipment and buildings.

    b.

    Make recommendations to all of the fire companies of the Borough with regard to the coordination of all training activities so that all firefighters of the Borough are properly trained to respond to all types of fires.

    c.

    Assist the Fire Chief in his functions and duties as may be requested by the Chief and make recommendations to the Chief on any matters relating to fire fighting in the Borough or the safety of the residents of the Borough as the safety relates to possible fire hazards.

    d.

    Make recommendations concerning the management of all emergency personnel in responding to a fire including recommending the establishment of guidelines to be observed by all fire companies with respect to management of fire-fighting personnel.

    2-29.7 Meetings. The Fire Safety Advisory Board shall meet at least once each month and shall forward a copy of any minutes of the meeting to the Borough Clerk.
