§ 2-34. COMMISSION ON AGING.

  • 2-34.1 Preamble. The Mayor and Borough Council are concerned about the problems affecting the many aging persons in the Borough. The Mayor and Council believe it is in the best interests of all citizens of the Borough to provide for and/or coordinate, integrate and amplify various programs and services to the aging citizens of the Borough; and the Mayor and Borough Council desire to establish a Commission or Agency to provide for and tend to this need.

    2-34.2 Membership. The Commission on Aging for the Borough, which shall consist of eleven (11) voting members, who shall be appointed by the Mayor with the advice and consent of the Borough Council. No person shall be qualified to serve as a voting member of the Commission on Aging unless a person is a resident of the Borough of Sayreville. Voting members shall be appointed for a term of three (3) years or until their successors shall be appointed and qualified. The Commission shall reorganize at their first regular meeting which is to be held in the month of January of each calendar year. At the reorganization meeting, the voting members shall elect one (1) of the voting members as Chairperson for the calendar year in question. The Chairperson shall serve for the calendar year in question or until a successor shall be elected and qualified. In addition to the voting members, the Commission on Aging may have up to four (4) non-voting members. Non-voting members shall consist of persons who own, co-own, manage or are employed by a business which operates in and has an office in the Borough of Sayreville and which business provides goods or services which can potentially benefit senior citizens and the Borough community at large. It is the intention of this subsection that non-voting members shall serve as advisors to the Board so that the Board may benefit from the business experience of the non-voting members. Non-voting members shall be appointed by the Mayor with advice and consent of the Borough Council. Non-voting members shall be appointed for a term of three (3) years or until their successor shall be appointed and qualified.

    All members of the Commission on Aging shall serve without compensation.

    2-34.3 Duties. The Commission shall have the following powers and duties:

    a.

    To conduct research through public hearings and other means, operate demonstration programs, and conduct evaluation studies in the problems of the aged;

    b.

    To advise the Mayor and Council of the Borough on the establishment of policies that will assist in the resolution of the problems of the aged;

    c.

    To confer with appropriate Borough, County, State, Federal and private agencies concerned with programs for the aged, for the purpose of improving the scope and efficiency of the services rendered to the aged;

    d.

    To make, amend and rescind rules, regulations and bylaws for its own use;

    e.

    To annually report upon its activities and recommendations to the Borough Council and at such other times as the Borough Council shall request, or as the Commission deems advisable.

    f.

    The Commission on Aging shall be responsible for providing consultation, aid, advice and assistance to the aging and senior citizens of the Borough.
