§ 4-10. UNIFORM DIVISION.

  • 4-10.1 Established. There shall be a division of the Police Department known as the Uniform Division.

    4-10.2 Composition. The Uniform Division shall be composed of two (2) Bureaus: the Patrol Bureau and the Traffic Bureau.

    4-10.3 Command and Control. The Captain of the Uniform Division shall have command and control over the police officers and other personnel assigned to the Patrol Bureau and the Traffic Bureau of the Uniform Division, subject to the authority and direction of the Chief of Police.

    4-10.4 Patrol Bureau. The Patrol Bureau shall be composed of six (6) Lieutenants and ten (10) Sergeants and such other police officers as may be available and assigned to the Patrol Bureau by the Chief of Police.

    4-10.5 Traffic Bureau. The Traffic Bureau shall consist of shall consist of one (1) Sergeant and such other police officers as may be assigned to the Traffic Bureau as Traffic Officers (who shall have the rank equivalent to a patrol officer). It shall be the duty of the members of the Traffic Bureau to investigate all vehicular traffic conditions and traffic accidents; to make recommendations to the Captain of the Uniform Division on measures for avoidance of dangerous conditions; to sign traffic complaints against traffic offenders; to be responsible for the keeping and filing of records pertaining to Traffic offenses and offenders; and to take any and all other action with respect to this branch of Police work.

    4-10.6 Records.

    a.

    Members of the Uniform Division shall keep accurate and complete records of each day's business and shall submit promptly all reports or records in any and every case assigned to them as required by Department policies and procedures and by the Captain in charge.

    b.

    The Captain of the Patrol Division shall each month submit a written report to the Chief of Police. The Chief of Police shall in turn submit a written report each month to the Borough Council, covering all activities of the Uniform Division during the preceding month.

    c.

    No official records, photographs, or fingerprints organized, controlled and maintained by the Uniform Division shall be removed, destroyed or inspected by anyone except upon the written order of the Captain of the Uniform Division or the Chief of Police until the case under investigation has been fully disposed of and closed, when such records shall be turned over to and shall become part of the general records of the Police Department.
