§ 2-59. WEB PAGE ADVISORY COMMITTEE.

  • 2-59.1 Establishment. There is hereby established a Web Page Advisory Committee in the Borough. The Committee is encouraged to work with the Borough Council in order to develop a strategy for disseminating information to the public via the Internet/World Wide Web and the Official Sayreville Web Site.

    2-59.2 Membership.

    a.

    The Web Page Advisory Committee shall consist of seven (7) members who shall be appointed by the Mayor with the advice and consent of the Borough Council. Each member shall serve a three (3) year term, except that the Board which is initially established shall have two (2) members which will serve a three (3) year term, two (2) members which will serve a two (2) year term, and three (3) members which will serve a one (1) year term. To the extent possible, at least one (1) member of the Web Page Committee shall also be a member of the Media Advisory Board. A member of the Borough Council shall also serve as liaison Committee Member.

    b.

    In addition, the Mayor may appoint two (2) alternates to the Web Page Committee, each serving a one (1) year term. The alternates will be designated as Alternate Number 1 and Alternate Number 2. Alternates shall be permitted to attend meetings of the Web Page Committee and shall be permitted to participate in discussions of the Committee. The alternates will not have voting privileges, except in the event that a permanent member is absent, or in the event that the alternate(s) will be necessary to establish a quorum. In the event of an absence or absences of permanent members the alternate(s) may participate as voting members. Alternate Number 1 shall have the privilege of participating as a voting member prior to Alternate Number 2. In the event two (2) or more permanent members are absent, both alternates may participate as voting members and may be considered members in order to establish a quorum.

    c.

    To the maximum extent possible, the Mayor shall seek to appoint persons with training, education or experience in Internet/World Wide Web design and other Internet-related fields. The Mayor may also appoint individuals who are presently training for a career in one (1) of these fields in order to provide individuals with experience for their future careers.

    d.

    The Committee shall hold its annual reorganization in January. At the annual reorganization, the Committee shall elect a Chairman from one (1) of the permanent members of the Committee.

    e.

    The Borough Council may remove any member of the Committee for cause on written charges served upon the member. Following service of the charges on the member and a hearing thereon, if the charges are sustained the Borough Council may vote to remove the member. Upon the removal or resignation of a member the position shall be filled for the unexpired term of the member in the same manner as the original appointment.

    2-59.3 Qualifications.

    a.

    By reason of the mission of the Committee, the Committee shall not be permitted to contain members who are also members of the Planning Board, the Zoning Board of Adjustment, the Board of Health, the Emergency Management Committee or the Board of Education.

    b.

    The Mayor and Borough Council find that to the maximum extent possible, members of the Committee shall be citizens which are not otherwise affiliated with the Borough government or affiliated with the administration of Borough government.

    c.

    No member of the Committee may serve as an officer of a State, County or municipal political party. No member of the Committee may be a member of a political campaign committee nor actively participating in the campaign for the election of a candidate for public office. It is not the intention of this section to prohibit membership or participation by nonofficer members of a municipal, County or State political party or committee. It is the intention of this section that to the greatest extent possible, the Committee will remain nonpartisan and that the dissemination of information be restricted to nonpartisan issues or issues which otherwise have widespread support which will promote the betterment of the public as a whole. The members of the Committee are prohibited from using the Borough equipment, facilities or funds in an effort to promote a political candidate or a partisan political agenda.

    2-59.4 Powers and Duties.

    a.

    The Committee shall be responsible for providing advice to the Mayor and Borough Council with respect to the construction and maintenance of the Official Sayreville Web Site and in all other areas related to the Internet/World Wide Web. By reason of the ever-changing nature of these fields, it is the intention of the Mayor and Borough Council to seek advice from the Committee on a wide variety of Internet-related issues generally, and particularly as to the Official Sayreville Web Site. In order to provide the Borough the greatest opportunity to keep pace with the future evolution of Internet communications, the Committee is encouraged to seek knowledge, training and practical applications for all future technologies.

    b.

    The Committee shall provide advice, assistance and production of such Internet-related products as news releases, electronic mail, advertising and other forms of information disseminated on the Official Sayreville Web Site, with the intention of providing the Mayor and Borough Council, the residents, the workers and the visitors of the Borough a greater knowledge and understanding of ongoing events, future plans and other actions taken by all aspects of the Borough government. It is the intention of the Mayor and Borough Council to seek advice on the dissemination of information in a manner so as to provide the highest probability that the information will be received, recognized and understood by the greatest number of residents of the Borough.
