§ 4-5. QUALIFICATIONS.

  • 4-5.1 Completion of Probationary or Temporary Employment; Examination. Each applicant shall comply with all the law[s] of the State of New Jersey pertaining to probationary or temporary employment and examinations. All applicants must be citizens of the United States and must have a driver's license issued by the State of New Jersey which is valid both at the time of submission of the employment application and at the time of appointment. Additionally, pursuant to N.J.S.A. 40A:14-122, as amended from time to time, all persons appointed to the Borough Police Department shall be (1) sound in body and of good health sufficient to satisfy the Board of Trustees of the Police and Firemen's Retirement System of New Jersey as to his/her eligibility for membership in the retirement system; (2) able to read, write and speak the English language well and intelligently; and (3) be of good moral character and not having been convicted of any criminal offense involving moral turpitude.

    Appointment to the Borough Police Department shall be based upon merit consistent with the laws, statutes and regulations in force pursuant to Title 11A (Civil Service) of the New Jersey Statutes. Consistent with all applicable laws, statutes and regulations in force, all qualified applicants shall be classified for initial appointment to any position in the police department into the following classes:

    A.)

    Residents of the Borough;

    B.)

    Other residents of the County of Middlesex;

    C.)

    Other residents of the State;

    D.)

    All other qualified applicants.

    Within each such classification, duly qualified applicants who are veterans shall be accorded all such veterans' preferences as are provided by law. Persons discharged from the service within six (6) months prior to making application to such municipality who fulfill the requirements of N.J.S.A. 40A:14-123.1, and who, thereby, are entitled to appointment notwithstanding their failure to meet the New Jersey residence requirement at the time of their initial application, shall be placed in class B, above. The four (4) classes of qualified applicants listed above, shall be considered as separate and successive lists of eligibles, and when the Borough requests the New Jersey Civil Service Commission to certify qualified applicants, the Civil Service Commission shall make such certifications from classes separately and successively, and shall certify no persons from any such class until all persons in the preceding class or classes have been appointed or have declined offers of appointment.

    4-5.2 Education. All applicants must be graduates of high school or vocational high school, or possess an approved Equivalent Certificate. Commencing as of January 1, 2002, all applicants shall also have at least one of the following minimum additional levels of education, training or experience: (a) at least sixty-four (64) credits towards a Bachelor of Arts or Bachelor of Science degree from an accredited college or university program which would have qualified for a tuition refund under the current collective bargaining agreement with the labor union representing the rank and file officers of the Police Department; (b) an Associate Degree from an accredited college or university program which would have qualified for a tuition refund under the current collective bargaining agreement with the labor union representing the rank and file of the Police Department; (c) two (2) or more years of military service in any area of the United States Armed Forces, with a preference to be granted to applicants who have two (2) or more years of training and experience in the military police of such branch of service; (d) at least two (2) years of service as a member of any legally established law enforcement department, bureau, agency or other such subdivision of a Federal, State, County, local or multi-jurisdictional governmental entity, wherein such applicant held a position which was substantially similar in responsibilities and duties to the position of "officer" as is described herein.

    4-5.3 Age. All applicants must be within the age limits established in State law, regulations or guidelines as of the announced closing date for the New Jersey Civil Service Examination in order to be considered for appointment.

    4-5.4 Examinations. Each applicant shall be required to submit to written and physical examinations as required by the New Jersey Civil Service regulations and the laws or regulations of the State of New Jersey. The character and scope of such examinations shall be to determine the extent to which the applicant may be physically, psychologically, mentally, and otherwise qualified to perform the required duties in the Police Department.
