§ 4-9. DETECTIVE DIVISION.

  • 4-9.1 Established. There shall be a division of the Police Department known as the Detective Division, which may alternately be referred to as the Plainclothes Division for the purposes of distinguishing this Division from the Uniform Division and for such other purposes as may be appropriate for reference or distinction.

    4-9.2 Composition. The Detective Division shall consist of one (1) Captain, one (1) Lieutenant, four (4) Sergeants and such other police officers as may be assigned to the Detective Division. All assignments to the Detective Division shall be at the sole direction and discretion of the Chief of Police and all officers assigned shall be designated as Detectives. Non-ranking Police officers shall have the rand equivalent to a patrol officer.

    4-9.3 Command and Control. The Captain of the Detective Division shall have command and control over the police officers and other personnel assigned to the Detective Division, subject to the authority and direction of the Chief of Police.

    4-9.4 Records.

    a.

    Members of the Detective Division assigned to any investigations shall keep accurate and complete records of each day's business and shall submit promptly all reports or records in any and every case assigned to them as required by Department policies and procedures and by the Captain in charge. When assigned cases involve the investigation and processing of matters in which juveniles are involved, the members of the Detective Division assigned to such matters shall each month submit a written report to the Captain in Charge of the Detective Division and through the Captain to the Chief of Police.

    The Captain of the Detective Division shall each month submit a written report to the Chief of Police. The Chief of Police shall in turn submit a written report each month to the Borough Council, covering all activities of the Detective Division during the preceding month.

    4-9.5 Duties. It shall be the duty of the members of the Detective Division to investigate all matters referred to the Detective Division by the Chief of Police, and cooperate fully with County, State and Federal law enforcement agencies in the detection and prosecution of crime, and to cooperate and assist the members of the local Police Department in the accumulation and presentation of evidence in all law enforcement activities in the Borough.
