The Signage Plan (the "Plan") drawn and certified by David J. Samuel P.E. of CME Associates, Consulting and Municipal Engineers, 3141 Bordentown Avenue, Parlin, New Jersey, dated March 2006, entitled "Improvements to River Road Waterfront Park—Signage Plan" is incorporated herein by reference and shall constitute the Plan governing the implementation, regulation and enforcement of parking and traffic regulations at River Road Waterfront Park in the Borough of Sayreville.
