§ 14-16. RATES.
14-16.1 Rates for Water Consumed. Effective February 1, 2016 the rates for water consumed shall be as follows:
a.
For the first one thousand (1,000) cubic feet per quarter, the quarterly payment shall be twenty-five dollars and fifteen cents ($25.15).
b.
For the next ten thousand (10,000) cubic feet or less per quarter, exceeding the minimum charge quantity, forty dollars and seventy-five cents ($40.75) per one thousand (1,000) cubic feet.
c.
For the next forty thousand (40,000) cubic feet or less per quarter, forty-two dollars and seventy cents ($42.70) per one thousand (1,000) cubic feet.
d.
For the next fifty thousand (50,000) cubic feet or less per quarter, forty-four dollars and twenty cents ($44.20) per one thousand (1,000) cubic feet.
e.
For all water consumed above this quantity, forty-five dollars and ninety-five cents ($45.95) per one thousand (1,000) cubic feet.
Effective January 1, 2017 the rates for water consumed shall be as follows:
a.
For the first one thousand (1,000) cubic feet per quarter, the quarterly payment shall be twenty-six dollars and forty cents ($26.40).
b.
For the next ten thousand (10,000) cubic feet or less per quarter, exceeding the minimum charge quantity, forty-two dollars and eighty cents ($42.80) per one thousand (1,000) cubic feet.
c.
For the next forty thousand (40,000) cubic feet or less per quarter, forty-four dollars and eighty-five cents ($44.85) per one thousand (1,000) cubic feet.
d.
For the next fifty thousand (50,000) cubic feet or less per quarter, forty-six dollars and forty cents ($46.40) per one thousand (1,000) cubic feet.
e.
For all water consumed above this quantity, forty-eight dollars and twenty-five cents ($48.25) per one thousand (1,000) cubic feet.
A discount of five (5%) percent shall be approved on current bills to senior citizens sixty-five (65) years or older. Proof of age is required to be submitted to the Water Director to be entitled to the senior citizen discount. The senior discount will only apply to residential owner occupied dwelling units.

14-16.2 Multi-Family Dwellings. In all multi-family dwellings the foregoing rates shall apply to each separate apartment or dwelling unit, with both the owner and the tenant liable for the payment of the water consumed, but one (1) separate meter for each separate building shall suffice, rather than a separate meter for each apartment or dwelling unit. Where the aggregate water consumed in one (1) building does not exceed the aggregate minimum permitted for the number of separate apartments or dwelling units in the building, the Water Department shall bill each separate apartment or dwelling unit for the minimum charge for the quarter. Where the aggregate water consumed in one (1) building exceeds the minimum quantities permitted for the number of apartments or dwelling units in the building, the Water Department shall prorate the excess among the number of separate apartments or dwelling units in the building and shall bill each one (1) for the additional prorated portion of the excess.
Re-metering or resale of water to tenants by the owner of any multi-family dwelling is prohibited.

14-16.3 Double Houses. A double house under one (1) roof shall be rated as two (2) separate houses.

14-16.4 Public Buildings. All schools, churches, church buildings, public buildings, and all charitable organizations shall be exempt from water and meter rents, and water shall be supplied free of charge in all cases where no income is derived from the exempt property. During the construction of a new addition, the use of water shall be charged to the contractor contracting or doing the work.

14-16.5 General Regulations.
a.
If a meter is out of order and fails to register, the consumption will be charged at the average daily consumption as shown by the meter when in order.
b.
Water which passes through a meter shall be charged for whether used or wasted.
