§ 4-11. ADMINISTRATIVE DIVISION.

  • 4-11.1 Established. There shall be a division of the Police Department known as the Administrative Division.

    4-11.2 Composition. The Administrative Division shall be composed of one (1) Captain, one (1) Lieutenant, one (1) Sergeant, and two (2) Patrolmen, whose assignment shall be at the discretion of the Chief of Police.

    4.11.3 Command and Control. The Captain of the Administrative Division shall have command and control over any police officer or other personnel assigned to Administrative Division, subject to the authority and direction of the Chief of Police.

    4-11.4 Responsibilities and Duties. It shall be the duty of the Administration Division to supervise the Telecommunications Center and its personnel; coordinate and schedule vehicle maintenance; coordinate with building maintenance; assist both Divisions of the Police Department with record keeping; coordinate training; formulate and recommend operating policies and procedures for the effective implementation of general policies and regulations and for the efficient performance of the duties and responsibilities of the Department and of each of the divisions; and perform such other administrative duties as may be designated and assigned by the Chief of Police.

    4-11.5 Reports.

    a.

    The Captain of the Administrative Division shall each month submit a written report to the Chief of Police, wherein the activities and the status of projects being pursued by the Division shall be listed and summarily described. The Chief of Police shall in turn submit a written report each month to the Borough Council, listing and summarizing all of the activities of the Administrative Division and indicating the status of all on-going projects.

    b.

    No official records, photographs, or fingerprints organized, controlled and maintained by the Administrative Division shall be removed, destroyed or inspected by anyone except by the written order of the Captain of the Administrative Division or the Chief of Police until any matter under current investigation has been fully disposed of and closed, when such records shall be turned over to and shall become part of the general records of the Police Department.
